Human Rights (HR) Violations in the CHT – 1998

These are some accounts of HR violations among thousands of unaccounted for against indigenous Jumma people by security forces and illegal state sponsored Bengali settlers

6 April 1998 : 5 innocent Jummas arrested by the police

The police of Dighinala police station arrested the victims falsely accusing them of the incident of killing two Bengali settler children. But it was proved later that the children died while taking bath in the Maini River on 6/4/98. The police authority and the medical officer certified it as a natural death after necessary investigation. But the Bengali settlers brought out a procession on April 7 at Boalkhali of Dighinala upazila claiming the said children was killed by Jumma people. Bengali settlers looted the Jumma passers-by at Boalkhali-Dighinala road where 4 Jumma received injuries and admitted to Dighinala hospital. The victims were:

1) Mr. Krishna Bikash Chakma, s/o Ful Kamal Chakma, Pablakhali, Dighanala

2) Mr. Jipun Chakma

3) Mr. Angana Chakma s/o Chela Chakma

4) Mr. Sohel Chakma, s/o Ram Mohan Chakma

5) Mr. Asha Pradip Chakma (22) s/o Chandra Kumar Chakma of village Baghaihat under Baghaichari upazila of Rangamati district

One of them was an examinee of SSC who could not appear in the examination.

12 April 1998 : Jumma youth tortured by the army

On that day Mr. Asha Pradip Chakma (22) s/o Chandra Kumar Chakma of village Baghaihat under Baghaichari police station of Rangamati district was inhumanly beaten up by the army personnel at Baghaihat Bazaar. It was reported that he went to market to observe the Bizu festival, the greatest traditional festival of Jumma people in CHT. In this connection, he made a display of fire works in front of army personnel to enjoy the festival. But the army personnel took this as an insulting remark. All the Jummas expressed that that day was the festival one and he made the display of fire works just to enjoy. But the army personnel did not accept that argument and started to beat him up inhumanly and as a result, getting seriously injured he was admitted to Khagrachari sadar hospital.

28 April 1998 : Minor Jumma girl raped by BDR person

On 28/4/98 a minor girl named Miss Manalaxmi Tripura d/o Sarani Kumar Tripura, village Chinachari Para under Ramgarh police station of Khagrachari district was raped by a BDR personnel named Mahbub from nearby sentry post. That day she just had gone to collect a bamboo from nearby jungle where she was caught by that BDR person from backside and raped.

30 April 1998 : PCP activists arrested by the army

On 30/4/98 the following members of Pahari Chhatra Parishad (PCP) were arrested and inhumanly beaten up by army of 8 EBR from Ghilachari army camp led by a captain. At first the captain arrested Mr. Mintu Bikash Chakma, s/o Bhulumoni Chakma, village Maischari under Naniarchar upazila of Rangamati district while he along with some colleagues was collecting donation for their organization from public and shopkeeper. After that, the following PCP leaders met the captain and requested to set free Mintu Bikash Chakma. Captain replied that he did not know them and he was king of that area. He beat them all inhumanly. Then he handed over them injured to the police authority of Naniarchar police station who got them admitted to Naniarchar Hospital on that day. On 1/5/98 they were transferred to Rangamati jail. The victims were -

1) Mr. Mintu Bikash Chakma s/o Bhulumoni Chakma, Maischari, Naniarchar

2) Mr. Babul Kanti Chakma, s/o Prodip Chandra Chakma, Krishnamachara, Naniarchar

3) Mr. Mano Bikash Chakma s/o Laxman Bijoy Chakma, Maischari, Naniarchar

4) Mr. Pragati Chakma s/o Tripura Charan Chakma, Bhuiya Adam, Naniarchar

5) Mr. Tridiv Chakma s/o Subuta Chakma, Bhuiya Adam, Naniarchar.

22 May 1998 : Jumma woman raped by the police personnel

On 22 May 1998 Ms. Kanika Tripura d/o Atal T ripura, village Sinai Para, Tarasamukh, Tarasa Union, P.S. Rowangchari of Bandarban district was raped by two police constable namely Bapar Barua and Sadek Ali of nearby police post in Rowangchari upazila in Bandarban district.

22 June 1998 : 4 Jumma youths arrested by the police

On 22/6/98 a taxi with some Bengali passengers was attacked by some unknown miscreants at Swanirbhar near Khagrachari town. In connection with this, on 23/6/98 police from Khagrachari police station went to the spot and arrested some innocent boys of that area indiscriminately and beat them. One mentally retarded boy named Mr. Bara Peta Chakma (14) s/o Prabin Chandra Chakma of Perachara under Khagrachari upazila also was arrested and beaten inhumanly. As a result, he got serious injuries on his head and admitted to Khagrachari sadar hospital. The arrested boys were -

1) Mr. Sona Moni Chakma s/o Anil Kumar Chakma, Narankhiya, Khagrachari

2) Mr. Madhumoy Chakma s/o Chandra Kumar Chakma, Perachara, Khagrachari

3) Mr. Kala Chokha Chakma s/o Prabin Chandra Chakma, Perachara, Khagrachari

4) Mr. Prabin Chakma s/o Madhu Mangal Chakma, Perachara, Khagrachari.

Amongm them, Sona Moni Chakma was detained for one month under Special Power Act and the rest three were released on bail on 24/6/98.

29 June 1998 : Jumma youth arrested by the police

On 29/6/98 Mr. Chingsamong Marma (32) s/o Mongla Marma of Rajpara under Manikchari upazila of Khagrachari district was arrested by the police forces of Manikchari upazila. It is mentionable that he was arrested in connection with the activities of PCP, PGP and HWF and released later in 1995.

9 July 1998 : The army threatened the public representative

On 9/7/98 Major Mustafiz (8 EBR), commander of Ghilachari army camp issued an order to Mr. Alo Bikash Chakma, chairman of Ghilachari Union of Naniarchar Upazila to be present at his camp with his brother Priya Darshi Chakma s/o Banshi Mohan Chakma, a PCJSS member within 3/4 days. The major threatened that he knows how to beat up a man very well. Priya Darshi Chakma was accused of collecting and sending data of Bengali settlers to the PCJSS office. On the next day, a notice was sent to Alo Bikash Chakma through one subedar major of that camp that the consequences would be worse if he failed to be present along with Priya Darshi Chakma. And they had to flee for the sake of their life. It is mentionable that Priya Darshi Chakma, a PCJSS member has already selected for the post of sergeant in Bangladesh police.

October 1998 : BDR harassed the Jumma villagers in Alikadam

In October 1998 Major Kasem of Bara Madak camp of Alikadam upazila under Bandarban district ordered the Jummas of the villages namely Bara Madak, Paimong Para, Mongma Para, Krahlaching Para and Nali Para to attend with their cows and goats to the camp. After their arrival, the army major forcibly acquired a cow from Mr. Paithani Marma of Bara Madak Para at unreasonable low price.

19 December 1998 : 3 innocent Jummas beaten up by the army

19 December 1998 Subedar Md. Amin and Captain Mosharaf Hossain of Bengchari army camp under Rowangchari upazila of Bandarban district beat up the following victims:

1) Mr. Meduk Marma, Bengchari

2) Mr. Cha Suinu Marma, Bengchari

3) Mr. Mong Khu Marma, Bengchari
